About the Arc of Yates

The Arc of Yates is a non-profit service organization for people with developmental disabilities. Founded in 1975 by parents of individuals with developmental disabilities, the Agency began providing services to individuals with developmental disabilities throughout Yates County in upstate New York.

Today, the Arc of Yates serves adults, seniors, and children with disabilities throughout Yates and surrounding counties. Services provided by the Arc of Yates include Service Coordination, Community-based Services, Residential Living, Clinical Services, Employment, Habilitation, and Industrial.


With a focus on key values of integrity, diversity, results, quality, and respect, the Arc of Yates is poised to support the evolving needs of individuals with developmental disabilities, their families and their communities. Services enable them to lead healthy, meaningful and secure lives while achieving their maximum potential.


The Arc of Yates provides access to public information, as required. 

 

Arc of Yates is governed by a Board of Directors and operates under the direction of a President & CEO.


Meet the Board of Directors

 

Daniele Lyman-Torres, President & CEO

Daniele Lyman-Torres serves as President and CEO with a vision of providing premier support to individuals with intellectual and other developmental disabilities and their families.  She maintains a collaborative, inclusive leadership style modeling and creating a culture of innovation and continuous improvement.

Prior to joining the Arc of Yates, Ms. Lyman-Torres served as Chief Operating officer for Rochester Genesee Regional Transportation Authority, Chief Operating Officer for Trillium Health and held key leadership positions for United Way of Greater Rochester and Heritage Christian Services.

 

Daniele serves on the Board of Directors for Lakeview Health Services, The Collaborative of the Finger Lakes, and as Chair of the Greater Rochester American Heart Association Circle of Red. She shares her expertise with aspiring young professionals as an adjunct professor of business at Roberts Wesleyan College.

 

She is a 2011 recipient of the Rochester Business Journal Forty Under 40 Award, the 2012 Emerging Leader Honoree of Roc City Rising, and was inducted into the 2016 MCC Alumni Hall of Fame.

 

Ms. Lyman-Torres holds an Associate’s Degree in Liberal Arts and Sciences from Monroe Community College, a Bachelor’s degree in Organizational Management and a Master’s degree in Strategic Leadership from Roberts Wesleyan College. She is currently a doctoral candidate at St. John Fisher College in the Executive Leadership program.

Terry Freeman, VP of Development and Board Relations

Terry Freeman

Terry has over 35 years in the field of health and human services working primarily with not-for-profit institutions. 

Her professional experience includes project management and community development, and she was the lead staff member in the development of the Agency’s volunteer and color guard programs.  Terry manages the efficient functioning of the Executive Suite and acts as a liaison for internal and external Agency stakeholders. She has attended extensive Leadership training programs, holds an Associate Degree from Finger Lakes Community College and is a member of the Greater Rochester American Heart Association Circle of Red.

Mary Mansfield, Executive VP and COO

Mary joined the Arc of Yates in May 2016 and holds a Master’s in Public Administration from SUNY College at Brockport.  

A former Diversity Council Coordinator and member of Workforce Diversity Network, her desire to affect change by eliminating barriers that limit individuals from achieving their full potential made her a welcome addition to the Agency’s team. 

Passionate about mentoring the next generation of Leaders, Mary teaches as an adjunct instructor at St. John Fisher College in the Non-Profit Management Certificate Program.

Tammy Raub, VP of Finance

Tammy Raub

Tammy serves as Vice President of Finance, supporting the mission by ensuring that gifts and revenue are utilized efficiently and effectively in support of individuals and their families while maintaining the financial stability of the organization.

Tammy brings over 20 years of financial leadership experience primarily in the non-profit sector.  Previous positions include the VP for Financial Affairs & Treasurer of Utica College and Controller at both Alfred University and St. Bonaventure University.  She holds a Master’s of Business Administration in Economic Crime and Fraud Management from Utica College and a Bachelor’s of Business Administration in Accounting from St. Bonaventure University. 

She is a Certified Public Accountant licensed in New York State and is a member of the NYS Society of CPAs and the American Institute of CPAs.

 

Deborah Fabris-Coon, Chief Education Administrator

Deborah Fabris-Coon

 

Inspired by individuals of all ages, Deb’s tenure at the Arc has evolved from Principal at Keuka Lake School to the Agency’s Chief Educational Administrator, overseeing both the Keuka Lake School and D.R.I.V.E. program run in conjunction with Keuka College and Dundee Central Schools.

With degrees from SUNY Geneseo, Nazareth and SUNY Brockport, her extensive background as an educator and administrator has enabled her to serve as a true champion for people with developmental disabilities. 

A Yates County resident for 30 years, Deb supports the Penn Yan community through her volunteer efforts with the Yates County Women’s Organization. 

 

Ashley Burke, Senior VP of Services

Ashley BurkeAshley Burke serves as the Vice President of Programs and Services and is responsible for the oversight and quality improvement initiatives of our traditional waiver based programs, which includes Residential and Community Habilitation, Medicaid Service Coordination, Central Intake and Day Habilitation.

Ashley has over 10 years of leadership experience at the Arc of Yates in the Vocational and Residential programs. 


She has championed various continuous quality improvement initiatives during her tenure and is responsible for the opening of several new Residential sites.


Ashley holds a B.S. in Business Management with a concentration in Human Resources from Keuka College.
